George Lipetzky
Midco
Video Systems Engineer Expert
My electronics training and experience began as an Electronics Technician in the US Navy in 1985. As a communications specialist I received advanced training in telecommunication technologies. While working at multiple communication stations I received experience with RF, satellite and microwave transmission and reception.
My Electronics work experience continued at Sencore Electronics as a Service Technician, Service Manager and Application Engineer where I gained training and experience in digital video. As an Application Engineer, I was responsible for the development of cable and satellite installation meters as well as digital video encoders, decoders and test equipment. In this roll I was primary Application Engineer for RF meters and worked closely with our Italian manufacturing partner to develop products for the US cable and satellite markets. From the development I also trained sales staff and customers on our equipment and general RF testing.
In my current position as a Video System Engineer at Midco I maintain all facets of the video delivery and processing and CPE throughout all of Midco’s footprint. This includes satellite input multiplexing, transcoding and delivery over an IP network from two Master Headends to all Midco Headends and out to edge modulators. Primary duties also include management of ad insertion systems in all Midco Ad Zones.
I first became a member of SCTE in 2008, earned my DVEP certification in 2015 and passed recertification in April of 2018 and earned recertification again in 2021. I have learned a great deal while serving on the Dakota Territory Board and look forward to the opportunity to continue to serve the Dakota Territory Chapter to promote training and the cable telecommunications industry.

Bill Chatwell
Midco
Director of Video Systems
I have been in the telecommunications industry for over 21 years. In my current role I oversee the design, deployment, and maintenance of Midco’s advanced video services and previously held the positions of Video Systems Manager and Digital Video Engineer. I joined the Midco team in 2006 after working at Sencore Electronics for nine years in various roles including Digital Video Application Engineer. Prior to that, I served on active duty in the US Navy for six years as an Electronic Weapon Systems Technician, working on radar and shipboard weapon platforms. I also served an additional 15 years in the Navy Reserve, retiring in 2012.
I received most of my technical education while in the Navy and attending classes towards a BSEET through the University Center in Sioux Falls. I received an associate’s degree in applied management from National American University in 2007. I also earned the SCTE Digital Video Engineering Professional certification in 2014 and have kept it current since.
If re-elected to the Dakota Territory Chapter Board, I will focus my efforts primarily on training. In addition, I would like to see the chapter grow in membership and improve our annual vendor day experience for both attendees and exhibitors, as we transition out of ‘virtual-only’ interactions.
